Special Assistance

Special Assistance is a program for individuals who need to live or are living in adult care homes but cannot afford the cost.  It supplements the recipient’s income with monthly checks to help pay for room and board at facilities licensed by the NC Division of Health Service Regulation (DHSR).   Special Assistance recipients must meet certain income, resource and other eligibility criteria.

Special Assistance Adult Care Home Program (SA)

Applies to those who need the type of care provided in an adult care homes, assisted living facilities, supervised living facilities, specialized community residential centers, etc.

  • Current maximum monthly rate charged by facility:  $1182
  • Monthly income limit (not including spouse’s income):  $1227.50
  • Countable resources limit:  $2000
  • Must be 65 or older or disabled
  • Need adult care home level of care as verified by a doctor
  • US citizen or qualified alien
  • NC resident

Special Assistance Adult Care Home Special Care Unit Program (SA/SCU)

Applies to those who need the type of care provided in an adult care home special dementia unit or Alzheimer’s care unit.

  • Current maximum monthly rate charged:  $1515
  • Monthly monthly income limit (not including spouse’s income):  $1560.50
  • Countable resources limit:  $2000
  • Must be 65 or older or disabled
  • Need adult care home level of care in a Special Care Unit for Alzheimer’s or related disorders as verified by a doctor
  • US citizen or qualified alien
  • NC resident

These programs are administered by the Division of Aging and Adult Services (DAAS) through the county Department of Social Services (DSS).

The income limits to qualify for Special Assistance are very low, and you might be poor and destitute but still not qualify.  Special Assistance is a complicated program with many pitfalls.  Careful planning with professional assistance is essential for those who can potentially qualify.
